Herman Guinto Abcede, RCJ

Serving as the fifth Bishop of the Diocese of Daet. Appointed by Pope Francis on March 4, 2025 and officially installed on May 1, 2025, he belongs to the Congregation of the Rogationists of the Heart of Jesus, a background that deeply influences his focus on vocations and spiritual formation. Known for his pastoral approachability and commitment to the "Lord of the Harvest," Bishop Abcede leads the local Church with a vision rooted in prayerful service and the empowerment of the laity within the province.

Personal Life

He was born in Vinzons, Camarines Norte on April 13, 1965. He graduated high school at Vinzons Pilot High School and studied philosophy at the University of Santo Tomas in Manila, continued formation at the Rogationist Seminary of Manila, and later pursued theological studies at the Don Bosco School of Theology in Parañaque. He earned his licentiate in canon law from the Pontifical Lateran University in Rome.

Priesthood

Bishop Herman professed his perpetual vows in 1991 and was ordained a priest on June 8, 1996. Throughout his ministry with the Rogationists of the Heart of Jesus, he held diverse roles, beginning as a collaborator at Our Lady of the Most Holy Rosary in Parañaque (1996-1997) before moving to St. Anthony's Boys Village in Silang, Cavite, to serve as assistant to the treasurer and counsellor. From 1997 to 2000, he functioned as the treasurer and director of spiritual affairs at the Rogationist Academy in Silang. He transitioned into superior roles from 2000 to 2003, concurrently serving as treasurer in 2002 while teaching and acting as prefect of studies at the Blessed Hannibal Formation Center in Cebu. Between 2003 and 2007, he served as counsellor and secretary for the Philippine sector under the Indian Delegations, took on a counsellor role at the Blessed Hannibal Rogate Center in Parañaque in 2004, and administered St. Francis Xavier in Parang, Bataan, from 2005 to 2007.


His leadership continued from 2007 to 2010 as counsellor to the delegate for the Philippines, treasurer and vice rector of the Rogationist College, and house counsellor at St. Anthony's Boys Village. During this time, he also served as superior and treasurer of St. Anthony's Boys Village and as rector of the Rogationist Academy in Toril, Davao (2008–2009) and Silang (2009–2010). In 2010, he was named major superior of the Philippine Quasi Province and eventually became the first provincial superior of the newly erected St. Matthew Province, serving until 2018. A member of the Association of Major Religious Superiors in the Philippines and the Canon Law Society of the Philippines, he also joined the Matrimonial Tribunal of the Diocese of Parañaque as defender of the bond in 2018 and was appointed ecclesiastical judge in 2021. Since 2023, prior to his appointment as bishop, he has served as the superior of the Community at Our Lady of the Most Holy Rosary in Parañaque City.

Episcopal Ministry

Appointed on March 4, 2025 by Pope Francis and installed on May 1, 2025. Bishop Herman Abcede's episcopal ministry is defined by a "Rogate" mandate that prioritizes spiritual supplication over human strategy while actively engaging in urgent socio-ecological advocacy. Since his installation, he has positioned the Church as a moral guardian in Camarines Norte, notably issuing a pastoral letter in September 2025 to demand accountability from PrimeWater for the region's worsening water crisis and declaring a "Day of Prayer for Water Justice". His leadership further expanded into environmental defense on April 24, 2026, when he explicitly rejected the Paracale Gold Project, citing "Three Wounds" to nature, people, and the community's soul. Beyond local concerns, he serves as the Regional Representative for Southeast Luzon on the CBCP Permanent Council for the 2025–2027 term and has become a prominent advocate for synodality, championing the "B.E.S.T." framework—Believe, Enter, See, and Touch—to foster a more participatory and mission-oriented Church.

Rex Andrew Clement Alarcon

Served as the fourth Bishop of the Diocese of Daet, transitioned from the Diocese of Daet to the Archdiocese of Caceres as its Metropolitan Archbishop in 2024. During his tenure in Daet, which began with his episcopal ordination on March 19, 2019, he became known for his youthful dynamism and profound focus on the ministry of education and youth formation. A former president of the Catholic Educational Association of the Philippines (CEAP), Bishop Alarcon guided the local Church with a vision centered on "Parabere" (to prepare), emphasizing the spiritual readiness of the clergy and the active participation of the lay faithful in the provincial mission.

Personal Life

Bishop Rex Andrew, born to Juanita C. Clement and Armando A. Alarcon on August 6, 1970 in Daet, Camarines Norte, finished his grade school studies at the Naga Parochial School. He then finished his high school education and philosophy degree at the Holy Rosary Minor Seminary. After being ordained to the priesthood, he attained his licentiate and master's degree in theology from the University of Santo Tomas. From 1999 and 2001 he studied at the Pontifical Gregorian University in Rome, Italy, where he obtained his licentiate in church history. Upon his return, he became a professor at the Holy Rosary Minor Seminary.

Priesthood

Ordained as a priest on November 9, 1996. Bishop Rex Andrew served as parochial vicar at the St. John the Evangelist Metropolitan Cathedral and Parish in Naga City, and professor-formator at the Holy Rosary Minor Seminary until 1997. From 1997 to 1999 he served as secretary to then-Archbishop Leonardo Z. Legaspi.


Since 2002 he has been the director of the Stewardship Program of the Archdiocese of Cáceres (SPARC). In 2007, he was appointed as the fourth director of his alma mater, the Naga Parochial School. Concurrently, he also served as president of the Catholic Educational Association of Cáceres and Libmanan, as well as the Bicol Association of Catholic Schools.


In 2013, Archbishop Rolando J. Tria Tirona appointed him superintendent of the Catholic schools of the archdiocese. He also served as a member of the College of Consultants, and spokesperson for the archdiocese. Since 2016 he has been chairman of the National Advocacy Commission of the Catholic Educational Association of the Philippines.

Episcopal Ministry

After 22 years as a priest of the Archdiocese of Cáceres, on January 2, 2019, Pope Francis appointed him as the fourth bishop of the Diocese of Daet. He was the youngest bishop in the Philippines at the time of his appointment. He was ordained bishop on the Feast of Saint Joseph, March 19, 2019, at the Naga Metropolitan Cathedral, with Adolfo Tito Yllana, Apostolic Nuncio to Australia, and Manolo A. de los Santos, Bishop of Virac, as principal co-ordaining prelates. Apostolic Nuncio Gabriele Giordano Caccia represented the Holy See. Alarcon was installed a day later at the Cathedral of the Most Holy Trinity, and was attended by some 2,000 people.
